Select neighborhoods in the heart of the city where the greatest deficits for children exist and connect with a large number of young people, ages pre-kindergarten-young adult, living in the selected geographic area in order to affect the culture.
- Comprehensive

Deliver a proven, comprehensive youth development program within selected area that focuses intensively on youth:
- increasing in love of Christ and others (faith development);
- staying and doing well enough in school to graduate with life, college, and career readiness skills (academic reinforcement);
- building stronger and more positive relationships with family, peers, and other adults (relationship building);
- reducing risky behaviors and improving healthy habits (health improvement).

Build a JustLead network of implementers with churches in geographically focused communities selected as anchor covenant partners. Along with the urban neighborhood churches, other key collaborative agreements to carry out the comprehensive activities of JustLead will be with:
- urban schools and Project GRAD
- faith and community-based organizations
- families of young people
Note: Suburban churches provide supplemental resources and services.
